222-042 RFP - Hancock County Solid Waste Disposal Services at Municipal Solid Waste Landfill #12876

Sealed proposals for Solid Waste Disposal Services at a Municipal Solid Waste Landfill addressed to Hancock County Regional Solid Waste Management Authority will be received at CE Group at 3036 Longfellow Drive, Bay St. Louis, MS,
until 1:00 PM LOCAL TIME on the 9th of March 2023 and then will be publicly opened and read at a special meeting of the Authority on Thursday the 9th day of March 2023 at 3:00 PM or shortly thereafter located at 598 Main Street, Bay Saint Louis, MS. Any proposals received after the time and date specified will not be considered and will be returned unopened. Proposals that are mailed shall be addressed to the Hancock County Regional Solid Waste Management Authority, P.O. Box 2601, Bay St. Louis, MS 39521. All proposals shall be sealed and mailed in accordance with the information to Proposers.

LOCATION AND SPECIFICATIONS
The Authority is seeking a price per ton for disposal of Garbage and Bulky waste at a Municipal Solid Waste Landfill that is permitted and in good standing with the State of Mississippi. The Garbage and Bulky Waste being disposed is collected pursuant to Authority’s Solid Waste Collection Services Contract.

All service providers must obtain a copy of the proposal documents and be logged in on a proposal list at the Authority’s Engineer of record: CE Group, 3036 Longfellow Drive, Bay St. Louis, MS 39520. proposals are available online at www.cegroupmsplans.com All plan holders are required to have a valid email address for online registration. In order to perform public work, the successful proposer shall, as applicable, hold or obtain such Contractor’s and business licenses and/or permits as required by state statutes.

The Authority shall evaluate all proposals based on the price, financial responsibility of the Proposer, technology presented, legal reasonability and other relevant factors as determined by the Authority and included in the bid specifications. Before a Contract will be awarded for the services contemplated herein, the Authority will conduct an investigation as is necessary to determine the most qualified proposal or proposals. Upon request, the proposer shall submit additional information as deemed necessary by the Authority to evaluate the proposer’s qualifications. A contract will be awarded based upon price, financial responsibility, technology, legal responsibilities, and other factors as deemed necessary by the Authority and included in the bid specifications. The Authority reserves the right to negotiate a contract with one or more contractors submitting proposals as further described in the bid specifications.

The Authority reserves the right to accept any Proposal or to reject any or all Proposals, and to waive defects or irregularities in any Proposal. In particular, any alteration, erasure or interlineations of the Contract Documents and of the Proposal shall render the Proposal irregular and subject to (but not requiring) rejection by the Authority.
